EXECUTIVE ORDER 01.01.2006.08 Maryland State Pandemic Influenza Coordinating Committee

A. Established. There is a Maryland Pandemic Influenza Coordinating Committee, hereinafter "the Committee."

B. Purpose. The Committee shall have the following objectives:

(1) To advise the State on articulating strategic priorities and overseeing the development and execution of an operational influenza pandemic plan to assure that planning is progressing, integrated, and coordinated, and involves all relevant stakeholders across the State; and

(2) To develop a comprehensive and collaborative approach to assist State, local, and private entities in overall preparedness for a potential influenza pandemic.

C. Membership.

(1) The Committee shall be comprised of up to 23 members, including:

(a) The Secretary of Health and Mental Hygiene, or a designee, who will also serve as Chair;

(b) The Secretary of Public Safety and Correctional Services, or a designee;

(c) The Secretary of Agriculture, or a designee;

(d) The Secretary of Human Resources, or a designee;

(e) The Secretary of Budget and Management, or a designee;

(f) The Secretary of Aging, or a designee;

(g) The Secretary of Disabilities, or a designee;

(h) The Secretary of Business and Economic Development, or a designee;

(i) The State Superintendent of Schools, or a designee;

(j) The Superintendent of the Maryland State Police, or a designee;

(k) The Director of the Governor's Office of Homeland Security, or a designee;

(l) The Executive Director of the Governor's Office of Community Initiatives;

(m) The Executive Director of the Maryland Institute for Emergency Medical Services Systems;

(n) The Director of the Maryland Emergency Management Agency; and

(o) The following members appointed by the Governor:

(i) A representative from the University of Maryland Medical Center;

(ii) A representative from Johns Hopkins Hospital;

(iii) A representative from the Maryland Association of Local Health Officers;

(iv) A representative from the Maryland Association of Counties;

(v) A representative from a Maryland Chapter of the American Red Cross;

(vi) A representative from the Maryland Hospital Association;

(vii) A representative from the Maryland business community; and

(viii) Up to two citizens who have an interest or expertise in pandemic influenza.

(2) Members holding positions on the Committee under the provisions of Section (C)(1)(a) through (n) shall serve so long as they hold the specified office or designation. All other members of the Committee shall serve at the pleasure of the Governor.

D. Staffing. The Department of Health and Mental Hygiene will provide primary staff support for the Committee.

E. Procedures. The following procedures apply to the Committee:

(1) Members of the Committee may not receive any compensation for their services, but may be reimbursed for reasonable expenses incurred in the performance of their duties, in accordance with the Standard State Travel Regulations and as provided in the State budget;

(2) A majority of members of the Committee shall constitute a quorum for the transaction of any business;

(3) The Committee may adopt such other procedures as may be necessary to ensure the orderly transaction of business, including the creation of committees or task forces;

(4) The Chairperson may designate additional individuals, including interested citizens, elected officials, educators, or specialists with relevant expertise to serve on any committee or task force;

(5) The Committee may consult with State agencies to obtain such technical assistance and advice as it deems necessary to complete its duties. All Executive Department agencies shall cooperate with the Committee; and

(6) The Committee shall meet at least four times per year.

F. Duties. The Committee shall carry out the following duties and responsibilities in meeting its objectives:

(1) Identify, develop, and recommend the implementation of comprehensive systemic preparation services in the State;

(2) Coordinate with State and local government, private entities, and the Governor's Emergency Management Advisory Council;

(3) Meet regularly or until the objectives determined in the Strategic and Operational Plan are accomplished;

(4) Appoint a Task Force and subcommittee as necessary to keep current the State plan;

(5) Assure compliance with deliverables of the State's Pandemic Influenza Plan to seek funds from all appropriate sources for appropriate initiatives; and

(6) Receive, review, and serve as a repository for studies and evaluations of State and local programs and other relevant materials and make such information available to State and local agencies.

G. Reports.

(1) The Committee shall provide an interim report to the Governor on its progress no later than December 31, 2006.

(2) The Committee shall thereafter report annually to the Governor.
